Collective Agreement Reached Between Kogi State Government and The Organized Labour (NLC, TUC and PSJNC) Over Workers and Pensioners’ Demands To End The On-going Strike Action On The 1st August, 2016

Arising from the series of meetings between Kogi State Government and the organized Labour Leaders to deliberate on workers’ demands which resulted to the on-going Industrial Action by workers in the State Public Sector with a view to resolving the issues at stake, the following agreements were willingly entered into by both sides:

  1. We agreed that Dr. Jerry Agbaji’s Committee’s Report which captures all MDAs, LGAs, LGEAs, Tertiary Institutions and Pensioners be adopted with continuous sieving and filtering of the report with active participation of Labour Leaders and Government Representatives with a view to having an authentic payroll in the State Public Service. In addition, the Screening Report should be made available to all MDAs, LGAs, LGEAs and Higher Institutions.
  2. That we all took note of the painful decision to use two banks for the purpose of paying salaries from the bailout fund. We all agreed that subsequent payment relating to bailout or other monies should not be vested in two banks only; in other words, we resolved that salaries should be paid to individual account of the choice directly.
  3. That we all agreed that there should be a review/action by Government on the recent appointments made at the Local Government Areas to reflect the principle of seniority as contained in all relevant extant civil service rule.
  4. We agreed that the payment of PAYE be returned to status quo ante, while a Committee of Labour and Government be constituted to resolve all grey areas, in line with existing laws.
  5. We agreed that tax refund or tax holiday be implemented by Kogi State University and College of Education Ankpa, in respect of all cases of over taxation as approved in 2015 for Kogi State Government
  6. On 2015 employment, we agreed that those who enjoyed salary should be considered. Government may, at her convenience, look into the entirety of 2015 employment, particularly those who may not have enjoyed any salary to date.
  7. That outstanding promotion letters be released to deserving civil servants
  8. We agreed that the letter for CONTISS 15 migration for lower cadre as approved by the Governing Council of Kogi State Polytechnic be released.
  9. We agreed that all the Governing Councils of Tertiary Institutions in Kogi State be constituted for better administration and learning
  10. We all agreed that there should be uniformity for the payment of monthly salaries Statewide
  11. We agreed that Government and Labour Leaders hold meetings to deliberate on labour issues as the need arise. In addition, Government and Labour Leaders must de-emphasise the use of media in settling issues
  12. That it has been harmonized, though Labour expresses reservation over Government explanation concerning the prolonged compulsory leave on some Principal Officers of the State and Local Government Services on allegation of their complicity in the ghost workers syndrome; we agreed that those who are not indicted in anyway be called back.
  13. We all agreed that the release of N50Million monthly for settlement of gratuity be restored when the economy improves
  14. It is agreed that no worker will be victimized for any role played in the course of the Strike Action.

In view of the above the strike action embarked upon by the workers is hereby suspended with effect from Monday, 1st August, 2016.
