The Socio-Economic Research and Development Centre (SERDEC) has strongly condemned the tragic extra-judicial killing of a young Nigerian citizen allegedly shot while in handcuffs by a police officer in Effurun, Delta State.

In a statement issued by the Executive Director, Tijani Abdulkareem, on Wednesday, SERDEC said the disturbing incident is a painful reminder that abuse of power, disregard for due process, and violations of human rights remain serious concerns within segments of the nation’s law enforcement system.

SERDEC commended the Inspector-General of Police for the swift arrest of the officer involved and the immediate steps taken to commence disciplinary and criminal proceedings.

“Prompt action in matters of this nature is necessary to restore public confidence and demonstrate that no one is above the law.

“No citizen should lose his life in such unlawful and inhumane circumstances, especially while already restrained and in custody,” he said.

SERDEC noted that while the response is commendable, justice must not stop at arrest alone.

“We call for a transparent, thorough, and speedy prosecution of all persons found culpable. Accountability must be visible, credible, and consistent.”

Furthermore, SERDEC urged the Nigeria Police Force to institutionalize deeper reforms aimed at preventing future occurrences. These should include: quarterly conduct and ethics review for rank-and-file officers; compulsory annual human rights training for all personnel; improved psychological evaluation and firearm responsibility checks; stronger internal accountability mechanisms and civilian complaint channels.

“The protection of lives and property remains the core mandate of the police. Any officer who turns that authority into a weapon against citizens betrays the oath of service and undermines national trust.

“SERDEC stands with all victims of police brutality and reiterates that justice, professionalism, and respect for human dignity must remain the foundation of policing in Nigeria,” the statement added.
