Reps to Probe Delay in Building New Refineries in Kogi, Lagos and Bayelsa

The House of Representatives yesterday mandated its committee on petroleum (downstream) to investigate delay in the N3.7 trillion field refineries projects to be carried out by a Chinese company.

The committee was given two weeks to submit its report. The House passed the resolution after a motion by Rep Abbas Tajudeen (APC, Kaduna).

The lawmaker said an agreement was signed by the Federal Government with the China State Construction Engineering Corporation (CSCEC) in May 2010 for the construction of Greenfield Refineries in Lagos, Bayelsa and Kogi States at the cost of $23 billion, equivalent to N3.7 trillion with completion period of five years.

He however expressed concern that four years on, no tangible work has been executed at any of the three sites with just a year to the end of the agreed period even though the minister of petroleum resources had assured of the commitment of NNPC to pursue the projects as soon as the White Paper on the report of a 22-member Task Force was released.

He noted that “despite a favourable recommendation by the Task Force for the Lagos refinery, out of the three, there is no evidence of any plan to construct a refinery at the Lekki site by year 2015.”

The lawmaker expressed concern that based on the revelations by petroleum minister there are issues that needed clarification as to the reason for the delay.

The motion was unanimously adopted by lawmakers when put to vote by Deputy Speaker Emeka Ihedioha.
