KOGI STATE BUREAU FOR PUBLIC PRIVATE PARTNERSHIPS – INVITATION FOR EXPRESSION OF INTEREST FOR OPERATION AND MANAGEMENT OF LOKOJA MEGA TERMINUS LOKOJA, KOGI STATE UNDER A PUBLIC-PRIVATE PARTNERSHIP (PPP) MODEL

 

Operation and Management of Lokoja Mega Terminus Lokoja, Kogi State under a Public-Private Partnership (PPP) MODEL

(1.0) BACKGROUND
Kogi State Government has constructed an ultra-modern mega terminal in Lokoja the State capital. This terminus is the flagship project of the transport master plan, as was conceptualize to cater for About 14, 000 passengers per day resulting in an expected average of about 3.5million passengers per annum using the terminal, with a capacity of over 500 vehicles. The Lokoja Mega- Bus Terminus strategically situated on a sizeable portion of land along the Lokoja -Okene Expressway
This mega terminus will be managed in conjunction with the private sector under the Public-Private Partnership (PPP) law. The State Government is desirous to concession the terminal to a private company to ensure proper management and remittance of revenues generated back to the state’s treasury Kogi State Government through his agency, the Kogi State Bureau of Public Private Partnerships invites private sector participants to operate and manage the terminal on behalf the state government
Major Highlights of the project description include:
(1) Loading Bay
(2) Parking Area
(3) Shop
(4) Banking Hall
(5) Automobile workshop
(6) Clinic
(7) Washing Bay
(8) Police Post
Facilities like the metal and filling station are currency under development

(2.0) PROJECT SCOPE AND FOCUS
The key locus of the project is private sector engagement in the operation and management of the Mega Terminus in partnership with the contracting authority in a manner that enables value for money in sustainable terms to stakeholders.

THE PROJECT SCOPE INCLUDES BUT NOT LIMITED TO:
(i) The facility management including operation and management of the terminus the most efficient manner to deliver value to stakeholders.
(ii) The injection of private finance to enable timeous project role out and operational expansion.
(iii) Innovative and customer-centric hospitality offerings with flexibilities that enable out- of the- box desired outcomes.
(iv) Deployment of the right calibre of personnel with right industry experience and network.
(v) Full knowledge of the niche market national regional and local operating & regulator/ environment and
(vi) Private sector driven operations & efficiency with the intended PPP
relationship

(3.0) PRE-QUALIFICATION REQUIREMENTS
Prospective bidders (firms or individuals) should possess relevant and verifiable experience in the industry. Bidders would be required to provide the following information:
(a) Corporate credential
(b) Funding support and (credit line)
(c) Evidence of technical competence in the relevant field including:
(i) CVs of key project team manager including Task assignment.
(ii) Intended Partnership (Joint Venture) if any.
(iii) Evidence of at least three (3) years verifiable experience in the relevant field, stating prosed, reference, location and description
(d) Propose outline business/operational plan.
(e) Evidence of registration with the Kogi Chamber of Commerce (KOCCIMA)
(f) Evidence of registration with the Bureau for Public Procurement.
(g) Evidence of registration with the State Ministry of Works
(h) Three (3) years Tax clearance.
(i) Three(3) years Audited account.

(4.0) SITE VISIT AND VERIFICATION OF INFORMATION
Prospective bidders are encouraged to submit their respective EoI after visiting the protect site and ascertaining for themselves the site conditions, location.

(5.0) SUBMISSION OF EXPRESSION OF INTEREST (EoI)
Interested firms or individuals may obtain further project information via e-mail: info@kogibp3.com on the EoI pre-qualification criteria prior to submission of interest.
It is envisaged that the execution of the Project will be for a defined concession period under the Operate and Transfer (PPP) model
The EoI submission must include; Five (5) original hard copies of the technical EoI documents and one (1) soft copy (in CD or flash drive) to be delivered in a sealed envelope and submitted not later Thursday, 5th January, 2017 at 12 noon Nigerian time with a non-refundable draft of N200,00,000 (Two Hundred thousand Naira, only issued in favour of Kogi State Bureau for Pubis Private Partnerships”.

It should be noted that this invitation does not constitute a commitment on the part of KSG or it agencies to award the project to any him or consortium expressing interest on the project Response to this notice shall not entitle any of the interested parties to nay claim against KSG or it agencies by virtue of such firm a consortium having responded to the invitation.
All cost incurred by respondents as a result of this EoI invitation and any subsequent requests for information shall be for the respondent’s account only.
