Civil Rights Activist Worried Over Adjournment of Sitting by Kogi Assembly Over Unpaid Entitlements

The Executive Director, Centre for Human Rights and Conflict Resolution (CHRCR), Comrade Idris Miliki, has expressed concerns over the current adjournment of sitting by members of Kogi State House of Assembly which is alleged linked to a silent crisis over non-payment of allowances and staff salaries.

In a press release signed by Miliki, CHRCR called on Governor Yahaya Bello to wade in and resolve all contending issues.

The group also noted that on-going renovation of the Assembly Complex which commenced since March this year is still uncompleted.
On 2016 Kogi State budget implementation, CHRCR observed that many projects embarked upon by the current administration were not captured in the 2016 Budget and wondered why the governor did not send supplementary budget to the state Assembly to accommodate such projects.
“The Assembly is an arm of government and must be treated as such. It should be noted that the executive can not spend a kobo without the approval of the legislature”, the group said.
The group also pointed out that while several states in Nigeria have presented their budgets to their respective State Assemblies, Kogi State is yet to do so. The medium term expenditure frame work [MTEF] 2016 is yet to be presented to the Assembly for it to examine the performance of the 2016 budget ahead of the consideration of the 2017 budget.
