Kogi chapter of Tricycle Owners Association of Nigeria (TOAN), has raised alarm over alleged intimidation and harassment of members of the association.
In two separate letters dated February 12, 2025 and addressed to the Speaker of the Kogi State House of Assembly, Rt. Hon. Aliyu Umar Yusuf and the Executive Chairman of the Kogi State Internal Revenue Service (KGIRS), Alhaji Sule Salihu Enehe, TOAN registered its grievances.
TOAN called on the Speaker and revenue boss to intervene and stop the continued attacks on her members in the state.
The association maintained that their activities are known to be one of the most readily available transportation provider and resourceful employment generation venture for the teeming un-employed individuals.
TOAN urged the House of Assembly to investigate the alleged selective enforcement of the ban on daily ticket collections and its impact on Local Government Unions.
The letters were signed by the Chairman and Secretary of the Kogi state TOAN KEKE NAPEP UNION, Alhaji Abdulrahman Idris and Olajide Shola respectively.

“PETITION AGAINST KGIRS AND A’S CONSULTANT IN CHARGE OF COLLECTION INFRASTRUCTURE MAINTENANCE LEVY”
We, the above mentioned Association representing the interests of the union, hereby petition the Honourable house to investigate the ways in which the Kogi state Internal Revenue Service (KGIRS) and A’S CONSULTANT are handling the collection of the Infrastructure Maintenance Levy(IML).
We are concerned about recent ban on our union’s daily ticket collections across the 21 Local Government Areas as announced by the Honourable Commissioner for Information, Hon. Kingsley Fanwo in conjunction with A’S CONSULTANT.
Prayers
We are appealing to the Honourable House Members to appeal to the Honourable Commissioner to lift the ban because of the following reasons amongst others.
*Despite the ban the union is still assisting the KGIRS to collect the revenue from our members across the state.
*As an association we generate from our members their welfare and for the day to day running of the Association.
*Stopping the token revenue collection by the association would amount to the total collapse of the Association in the state.
*There will be no proper co-ordination of our Riders/Members which may lead to indiscipline.
*Investigate the selective enforcement of the ban on daily ticket collections and its impact on Local Government Unions.
*Investigate the A’S Consultant and the Nigerian Security And Civil Defense Corps (NSCDC), Kogi state Command, on the harassment and intimidation of our members at our branch office in Mammy Barracks Lokoja were arrested, detained and unlawfully paraded by the officers of The Nigerian Security And Civil Defense Corps over fake allegations without evidence.
*Investigate KGIRS and A’S consultant that have been collecting the Union daily ticket and Infrastructure Maintenance Levy (IML) tickets for over three (3) weeks without any formal agreement or memorandum of understanding (MOU) on how the Union will get their dues on self aclaimed embodiment of the tickets by A’S consultant in the state.
*Investigate the A’S consultant that is bypassing the POS INTERMINAL authorised by KGIRS as his own new initiative for his personal revenue collections on Saturday by sabotaging the KGIRS revenue on Saturday.
*The Tricycle Owners Association of Nigeria, KGIRS and A’S consultant in charge of Infrastructure Maintenance Levy (IML) could come together on round table discussion with a view at arriving on acceptable revenue to be collected by state and union.
The above stated prayers will ensure good working relationship and understanding among the KGIRS, TOAN AND A’S consultant which promotes transparency, accountability and fair administration of Infrastructure Maintenance Levy and daily collection of the tickets by the union.
