The Federal Government of Nigeria has initiated the preparation of the Nigeria Erosion and Watershed Management Project (NEWMAP).
The Project which has Kogi State as one of the focal beneficiary State will be supported with financing from the World Bank. The Project would take a comprehensive Watershed approach coupled with an investment focus on Gully Erosion prevention and rehabilitation (via a rapid-response facility). The overall objective of NEWMAP is to support Kogi State and local governments to reduce vulnerability to erosion.
The Kogi State Government and the State Ministry of Environment and Natural Resources in conjunction with the Nigeria Erosion and Watershed Management Project (NEWMAP), invites applications from competent and qualified personnels, to fill the position of:
Job Title: Project Coordinator
Location: Lokoja, Kogi
Objective of the Assignment
- This position will provide support to the Project Desk Officer responsible for implementation management of the Federal Government Erosion and Washed Management Project (NEWMAP) in Kogi State being supported by the Kogi State Government.
Scope
The scope of duties, accountabilities and assignment for The Project Coordinator who will be based in Lokoja shall include but not limited to the following functions:
- Participate in designing and on-going refining of a complex, multi-disciplinary project in a multi-cultural environment and effectively manage the project across multi-dimensional interest groups to deliver a super-ordinate goal that transcends sectional interests.
- Along with the Project Coordination Unit (PCU), plan project implementation in coordination with the office of the World Bank. Many of the activities leading up to the implementation of NEWMAP supported activities will require proactive outreach and completion of technical work through collaboration and partnership with other agencies before NEWMAP supported activities can be implemented. – for example, demarcation along drains (by Ministry of Lands, Housing and Urban Development) and the establishment of a database of households and properties that may suffer dislocation (Ministry of Environment and Natural Resources, Ministry of Justice, Ministry of Lands, Housing and Urban Development, Ministry of Water Resources and so on).
- Institute excellent flow and sharing of information between the PCU and Government entices, and systematic strategic communications to government agencies and the public on the project, in consultation with PCU staff. This is essential to avoid misinformation to the government staff, public, and civil society; safeguard against reputation risks for both the Government of Nigeria and the World Bank; and mitigate the undermining of the city-wide ownership that has been created so far.
- Ensure the accuracy of goods works and consultancy services procurement procedures in conformity with World Bank policies, and ensure all project records are always maintained in the PCU office.
- Sign contacts for goods, works and services procurement after approval of bi-annual project plans and budgets by the PSC and upon World Bank NO-OBJECTlON where appropriate.
- Prepare and disseminate periodic reports on activity implementation, implementation plans, and quarterly and annual budgets to be submitted for ppproval by the Steering Committee for onward transmission to IDA in a timely fashion.
- Supervise the updating of the Project Implementation Manual and other documents.
- Ensure compliance with the laws, government regulations and World Bank.
Qualifications
- Candidates applying for this post shall have the following qualifications:
- A minimum of a Bachelor’s Degree in Engineering, Economics or Social Sciences, Law, Regional Planning, Management, with at least 5 years experience as a project manager in a related field.
- Previous experience in project management; knowledge of procurement guidelines of the World Bank; and/or Environmental management and conservation would be an asset.
