You campaign to provide good roads to rural dwellers to transport their agricultural products to urban centers for sale, due to kidnapping, construction workers are afraid of going to sites or bandits kidnapped farmers while on their farm work which is an indication of no security, no project, no farm work, voters can conclude government have failed to protect them and may change their voting patterns.
While deceit is about promises line jobs availability, boreholes projects empowerment that were never budgeted but by using fake projects photos, inflated numbers, paying rented crowd for rallies.

People see nothing delivered, they conclude by calling all politicians are liars, even when the Government does something real, citizens don’t trust it or participate, no community buy-in, project abandoned
The implications is that incompetent people can learn, deceitful people destroy the relationship between government and the governed, once trust is gone even good policies face protests and sabotage.
