Mallam Abdul Adama was sworn-in on 26th July, 2012 as the Special Adviser to Kogi State Governor on Public Private Partnership (PPP). PPPs are relatively new in Kogi State as Abdul Adama is not the first person to occupy the position in the state.
Abdul Adama, along with the Managing Director of Kogi Investment and Property Limited, Hon. Moses Ado Okino recently signed a memorandum of understanding (MoU) with Enyo Integrated Management Limited to setup the first Mechanized Charcoal Factory in Nigeria. The multi-million Naira factory will be sited in Achigili, Dekina Local Government Area.
In Kogi State, the statutory revenue allocation [SRA] and the internally generated revenue [IGR] put together hovers around N3.5billion monthly. Out of this, over N2.9billion goes for personnel and overhead cost leaving a meagre amount for completing capital projects. This call for a paradigm shift and the need to embrace PPP model for accelerated infrastructural development in Kogi State as it is been done in other states like Lagos, Edo and Rivers.
X-raying the activities of Mallam Adama in the last one year, negotiations with power sector investors seem to have been more prevalent.
February this year, the SA on PPP held technical discussions with IPP Energy Limited team (a Canadian based energy firm) led by Ian Duff. IPP Energy seeks a PPP collaboration with Kogi State Government to build a 200MW Gas Turbine Power Plant. The project is estimated to bring about $275million investment into Kogi State.

Mallam Adama and his team held similar technical session and field inspection with Argen Pen, Managing Director of Green Continent on a proposed 20MW Solar Power Plant project to be sited in Kogi State. The Dutch firm is still discussing terms with the PPP officer.
Another organization, Community Social Humanitarian Project is also proposing 1000MW Coal-fired Power Plant with Kogi PPP office.
The biggest power project initiative so far is with Machinofabrik Industria Ltd. Discussion is at advanced stages to arrange a PPP model that will bring about $4 billion investment for the establishment of Clean Coal Power Plant in Kogi State.
On 2nd February, 2013 Mallam Abdul Adama and his PPP team conducted due diligence on Acharu Oil Mill and Palm Plantations in Alloma and Acharu with a palm oil processing expert, Mr. Dantalle. The plantations with tens of thousand palm trees are a potential source of job creation and revenue generation for the state is largely untapped. The report of the initial due diligence which he submitted to the Governor is guiding the state on the next steps to be taken to bring in private investors to revive, expand and manage the lucrative venture.
Presently, the Special Adviser on PPP is reviewing a proposed private sector initiative to allow private sector manage some of the high-traffic roads in the state. Ajegwu-Idah road, Ganaja-Ajaokuta road among others are to be reviewed for possible concession. Also, Odenyi-Oguma-Abejukolo road and Gagba-Ozugbe road in Kogi East to connect Kogi State with Umaisha in Toto Local Government of Nasarawa State, which is separated by the River Benue and can be crossed by boat or ferry. In his quest to place Kogi State on the national PPP map, Mallam Abdul Adama brought all the PPP bureaucrats from the 36 states of the federation and FCT to Lokoja for the 7th Quarterly Nigeria Public Private Partnership Network (NPPPN) meeting. This event, which was attended by top personnel from all ministries and government agencies, deepened Kogi State stakeholders understanding of PPP practices and opportunities.

One of the major achievements of Mallam Abdul Adama that will be of great benefit to the state even after his tenure is his relentless efforts and mobilization to establish the legal and institutional framework for PPPs in Kogi State. PPP experts world over agree that this is a launch-pad for robust PPP transactions.
Going forward, Mallam Abdul Adama is working on creating what he called ‘Project Pipelines’ that will be executed using PPP models in Kogi State. Key projects that he has identified includes:
- Converting Mount Patti to an international resort with cable cars and other facilities of international standards
- Modern ferry services to enhance marine transport especially for traders
- Land-Swap to develop exquisite residential and industrial areas around Lokoja and towns in Kogi State
- Luxury Public Toilets
- Lokoja-Abuja Rail Service
