INTRODUCTION:

The allusion or controversy surrounding ethnic clashes or tribal conflicts leading to mass killings and incessant wastage of human and animal lives most especially in Benue, Plateau, Kaduna state, and other parts of the country must be addressed once and for all.

Nigerians must really appreciate the role and efforts of our fathers and heroes past, and should give God glory and honor for granting us great and visionary leaders at the onset. Obviously the initiators of Regional government and police were men of vision, faith and realist. They were true nationalists, building and sharing the nation’s socio-cultural values, religious and ethnic diversities to build one united indivisible nation.

LET US GO ON TO MATURITY NOW.

Regional Government was meant to hold and keep us together, for the ultimate fulfilment of one nation and one destiny. The situation we are experiencing today is a challenge to men of our generation and somewhat awkward, and logically warns us against the danger of apathy and lukewarmness, and forsaking the good settings of our fathers, and proffers political maturity as the sole antidote to deal with the current situation vis-a-vis the rate of mass killings and incessant wastage of human life and property.

Regional Government is most relevant to us today, because we are in a difficult and terrifying situation, where cruelty, enmity, hostility and hatred, killings and wanton destruction of life and property has become the order of the day.

BEYOND THE REGIONAL GOVERNMENT.

Growth is one of the characteristics of living things. Life is not static. A good system of government is basic to national progress and development, that will have lasting values. But what is the essence of a system of government or arrangement with the expectations of a good outcome yet without one? Any unpalatable thing can happen to the country if care is not taking.

Growth is expected since 1999 after transition and creation of thirty six (36) states and seven hundred and seventy four (774) local government councils to reflect the expectation and aspirations of Nigerians. Growth is said to mean an irreversible increase in size. The question now is: Are we growing in fellowship and brotherhood, economically and politically? Having earned democracy, we are expected to continue to grow to the realization of its purpose. Growth is not optional, it is compulsory. It is time to work out our freedom with sincerity of purpose, love, fear of God and trembling. To advance democracy and equipping on how we can live a life of love and care, comfort, joy and happiness, peace and harmony, unity and oneness, in our minds, words, deeds and relationship with one another.

REENGINEERING A TWELVE (12) UNITED REGIONS OF NIGERIA UNDER (1967-76) ARRANGEMENT FOR THE BETTER TODAY AND GREATER TOMORROW OF NIGERIA.

Since 1999, after we disengaged from military dictatorship to civilian government, the country has learnt a great lesson about the serious problem fermenting between the fulanis and other tribes in Nigeria. The problem regarding internal settlement by force leading to incessant wastage of human and animal lives. The fulanis want to take over lands without proper credential and by armed struggle. Quite a lot of them have failed to maintain human dignity and respect for rule of law and human lives. It is normal, therefore, for opposition to arise and resistance against such attempt by the owners of the land. However, when the foundation is destroyed, what can the righteous do? The option is to walk back to the foundation to do the needful.

A FAULTY FOUNDATION

Some of the challenges or problems we are faced with are due to changeability and authoritarianism by the military rule, especially as regards state and local government creation. Unlike our fathers and heroes past, they failed to consider the fulanis in their calculation while creating states and local government. They forgot that the fulanis are cattle rearers who move from one part of the country or West Africa to another seeking for water and grasslands to feed their cattle. The fulani herdsmen have no permanent place of residence in that they move far and wide, in season and out of season to seek green pasture and water to feed their cattle.

State and local government creation in Nigeria was marked by authoritarianism and fickleness, lack of sincerity, accountability and transparency given to erratic behavior of the fulanis. Act of terrorism by fulanis or any sect is deadly to economic growth and political stability or peaceful coexistence hence the need to go back to the ethos and practices of our fathers and heroes past to live as brothers.

Preventing any calamity or further shock and re-occurrence of mass killings and incessant wastage of human life and animal requires political maturation, calculation and arrangement as of old whereby each Region created avenue for grazing and pathway or settlement. Moreso, preparing the younger ones for the better today and greater tomorrow of our great country, by building the present and future generations on love and care, giving, hospitality, serving sharing and daring for one another necessitated the call for twelve (12) united regions of Nigeria Nation whereby each Region controls the wealth of the nation in its own domain including security of life, animals and living or property. Thus, the fulanis can walk freely with their cattle to any part of the country or West Africa subregion safely and without hurting any farmer and crops.

CONCLUSION

In light of our problems, the movement is poised to address the challenges and to justify the reasons for our corporate existing to bring about the full reconciliation of all the tribal groups, and to reestablish our loyalty and love for one another as of the days of our fathers. Twelve (12) United Regions Of Nigeria under 1967-76 arrangement is meant to bring about the full realisation of the faith and belief of our fathers and heroes past, and for reconciliation of all tribal groups. The arrangement is as follows:

  1. Benue-Plateau Region of Nigeria – Jos
  2. East Central Region of Nigeria – Enugu
  3. Kano Region of Nigeria – Kano
  4. Kwara Region of Nigeria – Ilorin.
  5. Lagos Region of Nigeria – Ikeja
  6. Midwestern Region of Nigeria – Benin
  7. North Central Region of Nigeria – Kaduna.
  8. North Eastern Region of Nigeria – Maiduguri
  9. North Western Region of Nigeria – Sokoto
  10. Rivers Region of Nigeria – Portharcout
  11. South Eastern Region of Nigeria – Calabar
  12. Western Region of Nigeria – Ibadan
