Desecration of Kogi House of Assemby by G-15, Hon. Ahmed Ahmed Seeks Punitive Measure Against Re-Occurence

Member representing Ankpa 1 constituency in the Kogi State House of Assembly, Hon. Ahmed Muhammed, has condemned the act of violence and forceful entry in the Assembly complex by the embattled members loyal to Momoh Jimoh Lawal and called for punitive measures to forestall future re-occurrence.

Hon. Ahmed Ahmed made this call in motion moved on the floor of the House at during sitting today.
The Motion as read by Ahmed Ahmed:
The Rt. Hon. Speaker, my distinguished Hon. Colleagues; I move earnestly to condemn the act of violence and forceful entry that played out last Thursday, being the 26th day of May 2016. In sum total, the action is dastardly carried out to enforce a judgement that has been appealed against, to lift hastily the suspension slapped on 10 of the 13 ‘embattled’ Members, and to make a mockery of democracy. This is regrettable!
It would be recalled that the House, at its Plenary Sitting of Tuesday, 12th April 2016, received the Report of the Ad-Hoc Committee on the Assembly Crisis. The Report was laid and presented before this House and in this Hallowed Chamber, adopted and debated by the Honourable Members, and whereupon resolved unanimously that 10 of the 13 Members bedevilling the crisis in this Assembly and who on the 26th of May 2016 desecrated this Hallowed Chamber, be suspended from sitting.
Whereas, the House would further recall that the suspension, as it was resolved and ruled upon through the question of Mr Speaker, was only from the Plenary Sittings of the House. As legislators, they reserve the powers to Committee activities and oversight function of the legislature.
Whereas, in a suit filed at the Federal High Court, Abuja and same for which judicial pronouncements were made, the legislative actions such as Resolutions, passages of Bills, other Committee and Oversight businesses conducted by this House before or after the suspension of the 10 Members were upheld. Our decision to suspend them, therefore, is without doubt incontrovertible.
Whereas, Hon. (Barr) Oluwatoyin Lawal, Hon. Godwin Osiyi and Hon. Musa Omiata were the 3 of the 13 Members who stormed the Hallowed Chamber in a manner that is more of a political banditry and unbecoming of parliamentarians, and who are not suspended from Plenary Sitting. These 3 Members cannot form a quorum to sit at plenary and cannot reverse the decision of the House.
Whereas, in legislative practice world over, parliamentary decisions are deliberately and consciously agreed to, and therefore, not easily reversed. Reversing such legislative decisions requires an overwhelming  2/3 majority.
PRAYERS:
The Rt. Honourable Speaker and distinguished Hon. Members, I move, therefore, that this House do resolve and agree to wit:
That the action of the Hon. Members in the last Thursday invasion and desecration of this Hallowed Chamber be declared condemnable and with no effect, how low so ever,
That criminal investigation be instituted by the Police and those found culpable be charged accordingly to Court of Law,
That the 10 of the 13 Members already suspended from sitting be now suspended completely from all legislative activities,
That the other 3 of the 13 Members be also suspended from all legislative activities, and
That the suspension, except as otherwise resolved by this House, be indefinite.
The Rt. Hon. Speaker, my distinguished Hon. Colleagues, I urge you to resolve accordingly.
