A former Deputy Governor of Kogi State, Dr. Phillips Omeiza Salawu has called for the amendment of Nigerian constitution to enforce rotation of executive political offices across the three tiers of government.
In a memorandum submitted to the Senate Committee on the amendment of the Nigerian Constitution, Salawu called for the possible adoption of a ‘Peculiar Presidential System of Government’ that allows alternation of the Nigerian Presidency between the Northern and Southern parts of the country while simultaneously rotating same presidential power amongst the 6 geo-political zones – North Central, North East, North West, South East, South West and South South.
The former Kogi Deputy Governor recommended similar political modelings for the executive offices in the 36 States and the 774 local government areas in Nigeria.
According to him, this peculiar political model is aimed at national security and political stability and its adoption should resolve the current political challenges of agitations confronting the nation.
The recommended peculiar presidential model advocates for two Vice Presidents; the VP-Political and the VP-Economy “in a joint election ticket of the political-trinity that would assure strategic balance and maintenance of political equilibrium in situations of political accidents.”
“The VP-Political is to come from the same geo-political zone with the reigning President.
“Similar procedures will be applicable to the State Governorship whereby the Governorship seat will be rotated amongst the 3 senatorial districts and there will be 2 Deputy Governors; DG – Political and DG – Economy with the DG – Political coming from the same senatorial district with that of the Governor to ensure strategic balance in any case of political accident.
“At the Local Government levels, the Chairmanship will be rotated amongst the wards or sections of the Local Government Area with 2 Vice – Chairmen; VC – Political and VC – Economy and the VC – Political coming from the same ward or section of the Chairman to maintain strategic balance in case of any accident.”
