The Aig-Imoukhuede Foundation has deepened its investment in Nigeria’s public service, partnering again with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS) to train top government officials.
At a ceremony in Abuja recently, the three partners unveiled the second edition of the Federal Civil Service Directors’ Training Programme, delivered by Pan-Atlantic University. The initiative targets senior directors, equipping them with advanced skills to lead a more effective, citizen-centred government.
This year’s training zeroes in on policy writing and policy review, building on the 2024 edition which focused on project management, communication, and leadership. Organisers stressed that directors play a central role in shaping government policies that affect daily life, but often face challenges turning ideas into effective outcomes.
Chioma Njoku, Director of Programmes at the Aig-Imoukhuede Foundation, described directors as “the architects of policy within the Civil Service.”
She said: “When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery, and tangible improvements in citizens’ lives. This programme is an investment in Nigeria’s future.”
The training combines practical techniques with real-world case studies, showing how stronger policy skills can drive change. Examples include regulations that make it easier for businesses to grow and health policies that ensure vital supplies reach clinics quickly.

Private sector support was also highlighted. Mrs. Eluemuno Olumagin, Vice Chairperson of the OPTS HR Subcommittee, said: “A strong and efficient Civil Service is the foundation for a stable and prosperous Nigeria. For us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest, and create jobs. By funding and partnering on this programme, we are investing in capable public leaders whose strategic decisions can unlock growth, foster stability, and improve life for millions of Nigerians.”
By focusing on policy competence, the programme aims to close the gap between government promises and citizens’ realities, building a Civil Service that is more accountable, responsive, and results-driven.
